County of Strathcona - Proposed Range Road 214 Access Corridor

November 2009 - Latest Update

Just thought I'd update you on what's happening with the corridor. I spoke with the lady who is in charge of the study yesterday. As it stands they are waiting for budget approval from Council to do the study. A decision will be made by the beginning of December, 2009.

If the budget request is approved, a Project Manager will be assigned and they will advertise for a Consultant to do the actual study. This process can take 2 months.

Once the Consultant is hired, they will begin the study which will entail talking to landowners along the proposed corridor, and Tri-County Snomobile
Club. They may hold Open Houses, Public Hearings, small meetings, or anything else the consultant comes up with to gather information and opinion on the corridor.

The Consultant will then make recommendations. There will be several drafts done with changes made and it brought back to Council. When the final draft is brought to Council it will likely be a closed session.

Once the final draft is in place it will be tabled at a Public session for Council to vote on plan for the corridor.

This will take a minimum of 6 months (I'm guessing it will be longer). Next year is also an election year so that may also lengthen the time it takes to get a final draft as the new Council will have to be brought up to speed so they can make an educated decision.

So, you may want to start calling your Councillors to get their support to approve the budget for the study. If they don't give approval this year, we will be waiting another year to even get the study started.

Strathcona County, Legal Snowmobile Access Trail from Cooking Lake to Ministik Lake.

Snowmobile Corridor Assessment Meeting:
Location: Ministik School, Hwy #14 & Range Road 212 (21246 Hwy14)
Date:       October 10, 2007
Time:       7:30pm - 9:00pm

Tri-County Snowmobile Club is reviewing a proposal to put before the County of Strathcona requesting a legal snowmobile access corridor.  This meeting is to see how many residents of the County of Strathcona wish to see an access corridor (Needs Study) connecting Cooking Lake to Ministik Lake Bird Sanctuary by way of a legal access corridor down RR214. 

This corridor has been used for over 30 years until recent when the County of Strathcona closed all motorized vehicles on county roads or ditches.  Tri-County Snowmobile Club is proposing this old existing corridor, to legally allow the residents of Strathcona County to access Ministik.  By adding this corridor to the Ministik, Strathcona residents can access the 65km of maintained, signed & groomed trails that we currently maintain.  Also to legally access the Ministik Gas station on Hwy 14 for fuel and supplies.

The trail corridor will be signed, marked and maintained the same as any Alberta Snowmobile Trail that crosses a hi-way, such as the Iron Horse Trail, Whitecourt, Edson and many others.  Tri-County Snowmobile Club works together with the R.C.M.P., Special By-law Officers, County of Strathcona to ensure peoples rights are respected, such as; the right to recreation in your county, noise, speed, traffic concerns, all to be reviewed and regulated so as to create a family trail system that is safe for everyone. 

If you live in the Strathcona County and ride on Antler Lake, Hastings Lake, Wanisan Lake or Cooking Lake and wish to use a trail / access corridor legally, to access Ministik Lake Bird Sanctuary then please contact your local Councilor and request support for this corridor.  Also bring a friend and attend the Corridor Assessment Meeting to show your support.

Ministik School Meeting Agenda

Survey Needs Assessment Questions:
- Do residents of County of Strathcona wish to Access Ministik?
- How many residents/snowmobilers signed the support/needs form?
- Will an access corridor such as RR214 serve the needs as a corridor?
- What benefits does it bring to the residents of County of Strathcona?
- What economical benefits does it bring to business owners in the County of Strathcona such as?
        - Ministik Gas Station.
        - Hamlets of South & North Cooking Lake for food and gas.

Tri-Counties input to this study:
- We are looking into a corridor to connect 2 large riding areas Cooking Lake and Ministik.
- Corridor length is about 3km long, running south of Cooking Lake to Ministik.
- This is a winter corridor connecting two bodies of Ice Surfaces and unusable other than winter.
- Tri-County maintains the 65km of trails in Ministik and will maintain the corridor as well.
- The corridor will be signed, maintained and groomed as per the guidelines of the Alberta Snowmobile Association Trail Manual.
- TCSC will work side by side with the Strathcona R.C.M.P. and Special By-Law Officers to follow the legal laws and regulations on the corridor such as:
        - Drinking and driving
        - Snowmobiles are registered and insured
        - Speeding and stunting
- That this becomes a Family Snowmobile Corridor for outdoor recreation within the County of Strathcona.
- That the acceptance of the corridor does not promote open riding through out the County of Strathcona.
